1. **The top-level structure** — 3-7 main sections (more than 7 is too many)

3. **The cross-links** — content that lives in one section but should be discoverable from another
4. **What I should consolidate** — pages or features that are too thin to deserve their own home
5. **What I should split** — pages that are doing too much
6. **The nav order** — left to right or top to bottom, ranked by importance
7. **Mobile compromises** — what the nav becomes on small screens
